Fire Department, Village Engineer, Service Department
Gorman Farm
October 3, 2006
The meeting of the Evendale Council Committee for Fire Department, Village Engineer, Service Department, and Gorman Farm was called to order at 7:00 pm. Councilmembers Smiley-Robertson, Vonderhaar and Schaefer were present. Also present during portions of the meeting were Jim Richardson and Garret Levy from the Park Hills Home owner association, Chief Gary Foust, and Administrative Assistant Jack Cameron.
Park Hills
The first issue involved a request by Park Hills Homeowners Association that Evendale install a sidewalk between the old Schappacher Farm Lane and Arbor Hill Drive along the south side of Reading Road. A crosswalk at Wyscarver was also requested. Jim Richardson and Garret Levy presented a power point presentation (See attached copy). Park Hills has constructed a trail from Giverny to Rest Haven Cemetery. The Park Hills’ plan to construct another trail, through their common area from Giverny to the Old Schappacher Farm Lane along Glendale Milford Road. The sidewalk extension would allow walkers access from the proposed trail to Kingsport and the recreation center. The traffic light at Wyscarver, and short sidewalk along Wyscarver would allow walkers from Park Hills to access Griffin Park and its
trails.
The consensus of the committee is that the request of Park Hills be honored by putting an estimated $35,000 in the 2007 budget. Jim Richardson indicated that the Park Hills Home Owner’s Association must get approval from the home owners for an additional assessment to build the trail. Based upon the need to get that approval, the $35,000 should not be spent until the Park Hill’s trail is actually under construction. That may not be until 2008. It was also suggested that Evendale get a recommendation on the best design for a crosswalk to cross Glendale-Milford at Wyscarver.
Police Officer Hiring
The committee discussed the police officer hiring with Chief Foust. It appears that there will be four candidates to be interviewed. The interviews will take place on October 16th at a meeting started at 6:00pm. The interviews will begin at 6:15pm. Each will be a half an hour.
Reading Corporate Line Entrance Park
Jack Cameron presented an update on the development of an entrance park at the Reading Corporate Limit. Jack has been working with Architect, Bob Richardson. Evendale has a grant for $30,000 for plant installation and $20,000 for plant maintenance. The sprinklers, lighting, walks etc must be paid for by Evendale. The initial grant work should have been completed in 2006. That will not occur.
The committee initially discussed the delay in getting any recommendation from MDI. Councilmembers Schaefer and Smiley-Robinson expressed disappointment in what MDI produced to date. It appears that MDI’s “branding” will not include recommendations for signs, parks, etc.
Jack Cameron presented a series of rough sketches from Bob Richardson to give the committee members some of his ideas for the park. The committee liked one which picked up the round planters and curved walls. Jack Cameron liked the one with towers. Three proposals are required by the contract with Bob Richardson. The committee expressed that the entrance park should anticipate elements from GE, St Rita’s, the recreation center, and Anchor, but not be the same as any of them. The committee, would like to see the three proposal’s by Bob Richardson at the next committee meeting. The beautification committee and planning commission will also be invited to the meeting.
Fire Department
The committee asked the Fire Department to rank its major budget requests for the upcoming budget discussions. (See attached list). The only change in the list submitted by Chief Vail is that the 1998 Ford Expedition should be moved from priority one to priority two.
Service Department
The committee asked the Service Department to rank its major budget requests for the upcoming budget discussions. (See attached list). The only change in the list submitted by Service Director Wiehe was to move the bucket truck to priority one and drop the dump truck to priority two.
Committee Budget Priorities
The committee in anticipation of the upcoming budget discussions suggests the following capital items be considered for the 2007 Budget:
1. Side Walk for Park Hills $35,000
2. Cooper Creek $100,000
3. Entrance Park $30,000
4. Street Signs $80,000
5. Pavilion Restrooms
6. Additional Sidewalks - Anchor to Formica entrance on west side of Reading Road
- East Side of Wyscarver from Margate to Wyscarver to provide access to Griffin Park
7. Gorman Farm Request $40,000
8. Access management (Traffic light installation, Inwood Drive entrance, new roadways or bridges).
There being no other business, the meeting adjourned at 9:30 pm.
